Minnesota ranks first in the nation in overall health care quality performance, as measured by the 2007 National Healthcare Quality Report, see PDF). That annual study is conducted by the Rockville, Maryland-based Agency for Healthcare Research and Quality, which is under the umbrella of the U.S. Department of Health and Human Services.
